３１日午前は、昨年まで市の職員で、退職した後今年７月から復興庁の嘱託職員となり、気仙沼市に出向され、復興支援をされている高場氏にご案内いただき、気仙沼市の状況、気仙沼市鹿折（ししおり）地区の『鹿折復幸マルシェ』から『鹿折復幸マート』、鹿折まちづくり協議会の活動について視察させていただきました。
鹿折地区は、気仙沼市の北寄りで、貨物船がまちのど真ん中に残っている映像の記憶が鮮明な方も多いと思います。
その船も、震災遺構として残す議論もあったそうですが、住民にとって自宅を破壊していった船を見るのはとても耐えられないという声で、解体撤去となったそうです。
まちづくり協議会では、復興計画、嵩上げ計画、避難経路、復興住宅、などなどの計画を住民協議を重ねて進めているそうです。
この地区の嵩上げ工事は、既に着工されている所も多く、景色がどんどん変わっているようですが、住民の不安は、嵩上げ後このまちに元いた人たちがどれだけ戻って来るのか？
これは共通の悩みのようです。
復興を、復幸、福光、などの文字を充てて、商店街や飲食店街を立ち上げている所もたくさんあり、復興への思いを感じさせられました。
一日も早い復興を心から願うものです。
